Ibn Ezra on Deuteronomy 26:1/אבן עזרא על דברים כ״ו:א׳
אוהיה כי תבא. בעבור שכתוב בהניח ה' אמר השם כי יש מצות הן קודם בהניח ה' רק כאשר תבא והם הבכורים והמעשר וכתיבת התורה על האבנים ובנות מזבח והברכה והקלל' על שני ההרים:
1AND IT SHALL BE, WHEN THOU ART COME. Since Scripture wrote, Therefore it shall be, when the Lord thy God hath given thee rest (Deut. 25:19),1 God now says that there are commandments that must be observed before He gives you rest. In fact, these commandments take effect as soon as you enter the land. They are: the first fruits,2 the tithes,3 writing the Torah on the stones,4 building the altar,5, 4-6. and the blessing and the curse on the two mountains.6
