Ibn Ezra on Numbers 20:1/

1IN THE FIRST MONTH. In the fortieth year.1 Look, the Torah does not contain any act or prophecy except in the first and the fortieth year.2
2[AND THE CHILDREN OF ISRAEL, EVEN THE WHOLE CONGREGATION, CAME.] Scripture states this because the generation that left Egypt died in the wilderness and they who were entering Canaan came to the desert of Zin.3 appears to be unnecessary. I.E. says that it refers to those about to enter Canaan. They are now the complete congregation, for none of them need die in the wilderness. Rashi comments similarly.
3AND THE PEOPLE ABODE IN KADESH. For they dwelt there for many days.4, because they dwelt there for many days. The latter is clearly stated in Scripture.5.
