Ibn Ezra on Exodus 9:6/
1AND THE LORD DID. The meaning of and all (kol) the cattle of Egypt died is, that most of the cattle of Egypt died. For behold, it is written,32 Now therefore send, hasten in thy cattle (v. 19).33 We find the same with regard to the plague of hail.34 (all or every) but means most. Scripture reads, and the hail smote every herb of the field (v. 25). The plague of locusts concerning which it is written, and they shall eat the residue of that which is escaped, which remaineth unto you from the hail (Ex. 10:5) is proof of this.35
