Ibn Ezra on Genesis 11:5/אבן עזרא על בראשית י״א:ה׳
אומלת וירד ד'. בעבור שכל מעשה התחתונים תלוים הם בכח הגבוהים, ומהשמים יתכנו כל העלילות על כן נקרא השם "רוכב שמים" (דבר' לג כו) "היושבי בשמים" (תהלים, קכג, א), וכדרך לשון בני אדם אמר הכתוב וירד:
1[AND THE LORD CAME DOWN.] The Bible states this because all things on earth below are dependent upon the powers on high; all actions are arranged from heaven. Therefore God is referred to as the One Who rideth upon the heaven (Deut. 33:26) and the One who is enthroned in the heavens (Ps. 123:1).23., p. 192). The use of the term And the Lord came down is an anthropomorphism.
