1After stating your cities and your sanctuaries, Scripture mentions the land. The reference is to all of the Land of Israel.

2SHALL BE ASTONISHED AT IT. There will be so much destruction that the enemies who dwell there will also be astonished. Our verse is in contrast to The joy of the whole earth (Lam. 2:15).
