Ramban on Deuteronomy 12:28/רמב"ן על דברים י״ב:כ״ח
אשְׁמֹר וְשָׁמַעְתָּ אֵת כָּל הַדְּבָרִים הָאֵלֶּה, לֹא הִזְכִּיר בְּכָאן חֻקִּים וּמִשְׁפָּטִים אוֹ עֵדֹתָיו וּמִצְוֹתָיו, אֲבָל אָמַר אֵת כָּל הַדְּבָרִים לְהַכְנִיס בִּשְׁמִירָה זוֹ גַּם הַטּוֹב וְהַיָּשָׁר, כַּאֲשֶׁר פֵּרַשְׁתִּי בְּסֵדֶר וָאֶתְחַנַּן (רמב"ן על דברים ו':י"ח):
1OBSERVE AND HEAR ALL THOSE WORDS WHICH I COMMAND THEE. He [Moses] did not mention here the statutes and ordinances, nor His testimonies and His commandments, but said all those words in order to include in this observance the good and the right, as I have explained in the section of Va’ethchanan.92
