Sforno on Deuteronomy 32:40/

1כי אשא אל שמים ידי, in order to swear an oath. This is a formulation similar to Daniel 12,7 וירם ימינו ושמאלו אל השמים,”he raised both his right hand and his left hand toward heaven.”
I used the fact that I live forever as the guarantee that I can keep My oath. This too has a parallel in Daniel 12,7.
