Ibn Ezra on Leviticus 27:28/אבן עזרא על ויקרא כ״ז:כ״ח
אמכל אשר לו. שהוא ברשותו:
1OF ALL THAT HE HATH. Which is in his control.89
במאדם. כמו והחרמתי את עריהם:
2OF MAN. Compare, I will devote (ve-hacharamti)90 (devoted) in our verse. their cities (Num. 21:2).91). So does Num. 21:2. The devoted cities spoken of in Numbers did not belong to the Israelites. Similarly the object in our verse. Hence I.E.’s interpretation.
