Ramban on Genesis 41:54/רמב"ן על בראשית מ״א:נ״ד
אוַיְהִי רָעָב בְּכָל הָאֲרָצוֹת אֲשֶׁר סְבִיב אֶרֶץ מִצְרַיִם, כִּי מָה יַעֲשׂוּ הָרְחוֹקוֹת אִם הָיָה בָּהֶן רָעָב כָּזֶה, וְכָךְ אָמְרוּ בִּבְרֵאשִׁית רַבָּה (בראשית רבה צ':ו'), בְּשָׁלֹשׁ אֲרָצוֹת, בְּפִינִקְיָא וּבְעַרְבְיָא וּבִפְלִישְׁטָנֵי:
1AND THE FAMINE WAS IN ALL LANDS. That is, which surrounded Egypt. Otherwise, what could the distant lands do if there was such a famine in them?115 Thus did the Sages say in Bereshith Rabbah:116 “The famine was in three lands: Phoenicia, Arabia and Palestine.”
