Ibn Ezra on Exodus 3:17/

1AND I HAVE SAID. I have previously said to your fathers that I will bring you up out of the affliction of Egypt, the reference being to and afterward shall they come out with great substance (Gen. 15:14), and to and I will also surely bring thee up again (Gen. 46:4). Or its meaning is, I have now decreed381, usually translated as and I have said, here means: and I have decreed. that this382 shall come to pass, as in Thou shalt also decree a thing (Job 22:28).383. What it means is: ve-tigzar ge-zerah. We thus see that the root alef, mem, resh sometimes means to decree. Hence va-omar may be rendered: and I have decreed, rather than, and I have said.
