Ibn Ezra on Exodus 3:7/
1AND THE LORD SAID. The messenger speaks the same language as the one who sent him.63
2[I HAVE SURELY SEEN.] Its meaning is: I have seen that which people do not see, namely, the violence that is done to them secretly.64 (I have surely seen). The repetition of the verb ra’ah implies: I have seen what others have not.
3AND HAVE HEARD THEIR CRY. I have heard their cry which is heard by all and I know the pain which they bear in their hearts.65. I.E. explains that any bystander would hear the cry of a slave in pain. However, only God would know what is in his or her heart. I.E. thus notes that God heard what all hear and knew what others did not know.
