1ויבחר משה אנשי חיל, after he had looked in vain to find men with all the qualifications Yitro had suggested. These men were experienced in ferreting out the truth so that they could bring litigation to a speedy conclusion. Men of this caliber were more important in such positions than men who could truthfully be described as G’d-fearing, but naïve and inexperienced in the ways of the world. Our sages in Shabbat 63 have said: “if a scholar is in the habit of taking revenge and holding grudges, gird him around your loins, whereas if an ignoramus is very pious do not live in his proximity.”
