Ibn Ezra on Exodus 18:25/אבן עזרא על שמות י״ח:כ״ה
אויבחר משה אנשי חיל. שהיה דבר ברור ולא הזכיר יראי אלהים כי הוא לבדו ידע לבב אנוש ומשה אמר כי בחר לנו אנשים חכמים כי יוכל לדעת זה רק יש חכם שאיננו ירא שמים והזכיר ידועים שהם למראה העין, ולא הזכירם עתה כי אחז דרך קצרה:
1AND MOSES CHOSE ABLE MEN. This thing was ascertainable. Such as fear God245 is not mentioned, for only God knows what is in a person’s heart. Moses said that he chose wise men for us, for he was able to ascertain this. However, there are wise men who are not God-fearing. Moses mentioned246 men who are known (Deut. 1:13),247 that is, men whom people recognize. He did not mention them here because he was being brief.
