Ibn Ezra on Exodus 18:24/אבן עזרא על שמות י״ח:כ״ד

אוטעם וישמע. הזכיר עצת יתרו ולא הזכיר עצתו שהוא הוסיף על עצת יתרו, והוא ששם שוטרים על השבטים לעשות מה שיצוו השופטים, וכן כתוב ושוטרים לשבטיכם (דבר' א טו) וכתוב, שופטים ושוטרים תתן לך בכל שעריך (שם טז יח):

1[SO MOSES HEARKENED.] Scripture mentions Jethro’s council but does not mention Moses’ council.²⁴⁴ Moses added to Jethro’s council: that is, Moses placed officers over the tribes to enforce the decrees of the judges. Scripture thus reads, and officers, tribe by tribe (Deut. 1:15), and Judges and officers shalt thou make thee in all thy gates (Deut. 16:18).
