Ibn Ezra on Exodus 20:19/

1AND THE LORD SAID. Many err because they found Scripture stating, and thou didst hear His words out of the midst of the fire (Deut. 4:36) that God was on Mount Sinai, for it is written, And the Lord came down upon mount Sinai (Ex. 19:20). However, Scripture here states, I have talked with you from heaven. Now he who is intelligent will understand its meaning from my comments on the Torah portion Ki Tissa.309 What I will now do is offer a parable. Perhaps this will help the unintelligent understand. Imagine the form of a person standing with his feet on Mount Sinai and his head in heaven. This is the meaning of And the Lord came down (Ex. 19:20) and of God’s speaking from heaven. It is similar to And His feet shall stand in that day upon the mount of Olives (Zech. 14:4), for we know that God’s glory fills heaven and earth.310
