Ramban on Exodus 19:11/רמב"ן על שמות י״ט:י״א
איֵרֵד ה' לְעֵינֵי כָל הָעָם שֶׁכֻּלָּם יִרְאוּ בְּרִדְתּוֹ שָׁם, כִּי יִרְאוּ מַרְאֵה כְּבוֹד ה' כְּאֵשׁ אֹכֶלֶת בְּרֹאשׁ הָהָר. לֹא שֶׁיִּרְאוּ אֶת הַשֵּׁם, דִּכְתִיב (שמות ל"ג:כ') "כִּי לֹא יִרְאַנִי הָאָדָם וָחָי":
1THE ETERNAL WILL COME DOWN IN THE SIGHT OF ALL THE PEOPLE. I.e., so that all the people will behold His coming down, meaning that they will see the appearance of the Glory of the Eternal like devouring fire on the top of the mount,208 but they will not see G-d, for it is written, for man shall not see Me and live.209, 33:20.
