Sforno on Numbers 4:16/ספורנו על במדבר ד׳:ט״ז
אוּפְקֻדַּת אֶלְעָזָר. לְצַוּוֹת מִי וָמִי יִשָּׂא וּמַה יִשָּׂא כָּל אֶחָד וְאֶחָד.
1ופקדת אלעזר, to issue orders who was to do what; i.e. who was to carry which parts of the Tabernacle.
בפְּקֻדַּת כָּל הַמִּשְׁכָּן. וּבְעֵת נְסִיעָתָם וַחֲנִיָּתָם הָיְתָה פְּקֻדָּתוֹ לְצַוּוֹת הֲקָמָתָם וְהוֹרָדָתָם וַהֲנָחָתָם בַּמָּקוֹם הָרָאוּי לָהֶם.
2פקדת כל המשכן; responsibility for the whole Tabernacle at the time when they broke camp to start their journeys and again when it came time to make camp.
